Since the early 1970’s the memorial for fallen officers was a simple stone situated at the base of a flag pole just outside police headquarters. Having a place to honor fallen officers for the bereaved families, fellow officers, colleagues and the general public was the purpose of the revitalized memorial.

The new oceanfront memorial consists of three figures clasping each other’s wrists to represent fellowship while reaching outward in an expression of assistance. All of the branches of law enforcement are represented. Names of the fallen officers are inscribed on the granite base of the memorial with their “end of watch” dates.

Exhibiting leadership of the entire project, WPL master planned and designed the site, served as project and construction coordinator, including decisions on site finishes, lighting, and national, state and city flags. Existing structures were relocated and proposed materials were incorporated with existing elements. A bike path was realigned and a beach connector park was resurfaced to a more appropriate paver configuration.

The goal was to imbed the care, respect and recognition established by the Virginia Beach Police Foundation for those officers who made the greatest sacrifice on behalf of the citizens of Virginia Beach.
